If you are getting 6 volts to your headlights, you are evidently in DRL mode. And it's the "high" or "main" beam. If your headlight switch has an AUTO position, move it to MANUAL to see if the lights will work.

Most aftermarket LED replacement "bulbs" need at least 9 or 10 volts to run, and since yours are seeing only 6 volts, they won't work. There are some bulbs that will work. The Morimoto 2Stroke 3.0 bulbs go into a DRL mode when they sense less than 9 volts coming in. I have these in my Sienna and really like them. They are NOT 'inexpensive' in the least, but they DO work.
