The best thing to do is to buy some RAV4 factory alloys of your vintage. Either used or refurbed. Look on ebay. I prefer the look of factory alloys over aftermarket. The RAv4 has a different off set that most other toyota wheels.
I did exactly what you are thinking and went with a set of limited 17". I paid $300 for four, no TPMS. I would have paid $400 maybe even up to 5.
I however put the winter tires on the alloy wheels as I did this right when I bought the car and the stock summer tires were already mounted.
