There are several navigation apps that allow you to download maps and not use data. Of course you won't get real time traffic, detours, etc.. They also may or may not work with Android auto or Carplay.

The best built in nav that I ever had was in a 2010 Renault Megane. At that time Renault made a deal with TomTom and the navigation engine used was essentially a TomTom PND mounted in the dash which also happened to function as a screen for the radio and other media.
One additional nice thing was that you could get a subscription from TomTom directly for the map updates. For €40/year (±$45) I got 4 new maps per year.

In the next model they ditched that because Renault thought that askind €150 for a single update was better than people paying TomTom directly.

Since that time I never had a in-dash satnav which was really good.

Luckily Apple Carplay and Android Auto give us good solutions but I wish more cars would have wireless Carplay built-in.

Is there an app for navigation that does not use data? My new 2021 nav is awful .

The built in Nav is so trash, I do find it amusing though when I cross state lines and get the little Airplane chime and "Welcome to blah blah". I bought my RAV4 out of state and remember crossing state lines around midnight on the way home and heard that for the 1st time and the wife and I got a laugh.

Just use CarPlay or Android Auto. The data that they use is negligible, plus Google Maps has the ability to download the map data to your device ahead of time if you are worried about streaming it.

You can turn that "chime" off in the Nav software.
