Best deal is late in the month, late in the quarter, on a rainy or snowy nite when they want to add to their quarterly sales to increase their bonus. Best deal is from a high volume dealer ... the big guys don't have to spread the overhead over as few cars.

My experience is talk to the fleet sales person at a very big dealer even if you have to travel, agree on a price and wait for the car to come in. I have bought 4 cars that way initiating contact by email with a "I want to buy this car with only these packages and options in this color etc at this price...can you order one from your allocation. I am wiling to put a deposit down." I've gone 250+ miles to pick the car up to do several deals like that.

Show the dealer you know what he paid for the car and the holdback fees he will get after he sells so you know his profit. He is entitled to some just to cover his overhead. Be willing to wait. The '25s will be out and '24s will be less desired.
