Most dealer charge 1/2 hour flat rate for settings changes, a good dealer will do such changes complimentary on the first service visit (mine has), otherwise your best option is a one month subscription to the Carista app and buying their OBD adapter which is still less than $80, you can also make other changes like lane change turn signal from 3 blinks to 7 and other settings that only can be done with Techstream.

Have you tried holding the unlock button down for 5 seconds to see if it isn't already programmed? Mine didn't work at first but it was only after taking it to the dealer I bought it from and asking them to program it (for free) did I realize I must have been doing it wrong because the service guy stood there and tested it and it worked! Go figure.

Thanks but I bought the car from a dealership about 90 minute drive from me (the ones in my backyard suck). So the place I took it for service is not where I bought it.
 
Doesn't matter where you get it serviced or purchased, applies to any dealer, I've bought from different dealers, but always get serviced locally. It boils down to spending $40 for the Carista adapter and using the free 30 day app subscription to make the changes you want. You can also buy cloned Techstream software for about the same or less to run on a Windows laptop that will do anything the dealer can do, no subscription required, but Carista is the easiest option.

I get what everyone is saying. I just think it sucks that I have to go through this. With the dealership charging me for the service, they are doing a poor job of keeping me as a service customer once I'm through with Toyota Care.
 
They get ya one way or another, I had a MillerCat converter shield installed today, they quoted me $260 installation cost, but added another $24 for "shop supplies" whatever the heck that is, service rep didn't know what it was, I think it was just an upcharge.
 
We're still waiting for our first Toyota to be allocated. That said, I've owned more new cars than I care to admit to over the past 55 years and never, not once, has a salesman I dealt with ever tried to charge me to show me different operating aspects of a vehicle. If it ever happens, it will be the only time at that particular dealership.

On my RAV, the windows go down as long as you press the unlock button. Release the unlock button and the windows stop where they are.

That's disabled by default normally( See customization in the manual), has to be enabled with Techstream or an app like Carista, been that way for both my 5th gen Rav4s and the '21 Venza, not sure if it was an option on my '06, '15 or '16 HV Rav4s.
 
I have a techstream for any customization like this.

Thanks but I live in Baltimore County, Maryland (bought my RAV4 in PA). If I can't get a dealer to take care of it, I'll just buy a Carista scan tool.
