A New Jersey school bus with no brakes sped through an intersection and hit a RAV4, then a liquor store. Although 14 people were taken to the hospital, none of the injuries were life threatening. From the still pictures of the scene, it appears to be a silver 2006-2008 RAV4 Base model. The video was captured by a dashcam:

Brakes or no brakes, from the dashcam video it appears that the school bus was traveling much too fast for the existing conditions and circumstances, raising suspicions that the driver may have had their foot on the gas pedal rather than the brakes. If the brakes had actually failed, then the driver should have been able to and been trained to at least slow the bus by other means. Or possibly the driver could have become incapacitated. Good that no one was seriously injured, but obviously the outcome could have been much worse.

If the spare wheel cover is hard, rather than soft, wouldn't that rule out the "base" model?

Nope, in the US models, the base came with a hard cover with a vinyl skirt. The RAV in the picture has styled steel wheels. The Sport and Limited had alloy rims.

My Canadian 2008 Base Rav came with a soft black spare wheel cover, and alloy wheels.
Subtle differences indeed.
