Yeah sorry for another dumb question; but I’m guessing the spark plugs being oily on the outside like this means the valve cover gasket needs replacing, right?

Yes indeed.

There's been a couple threads on this already. To be honest I believe in the 2AZ-FE case, this phenomena rises to the occasion of a TSB. We've seen a lot of these incidents. Both of my RAVs had/have this problem. It appears to cause associated damage to the valve cover as well.

Yes indeed.
