Description: Some customers may experience multiple warning lights illuminated, vehicle not shifting from Park to Drive, and other accessories becoming inoperative after the vehicle has cold soaked in sub freezing (below 14F[-10C]) ambient air temperatures. A newly designed relay has been made available to improve this condition.

I am a newbie to this forum. Would you advise changing this sensor without having any symptoms?

It is very unlikely that I will experience your cold weather,only, when I go skiing , which is not that often.

I would appreciate your opinion as to if the risk reward ratios is good. Usually I hate mechanics messing with things unless necessary and or very simple.

Also in a few months I will be sending the car to Greece and will not be covered by the warranty over there.

Therefore I am trying to figure out all the possible problems I might encounter and repair them while the car is stateside and brand new

Any other things to look out for would be really helpfull, expecially as I am not a high mileage user and might not have more than 1000 miles on the car by the time I send it .

I am trying to get out all the possible kinks

Interesting to note that, in Canada, there is no such TSB!
I took the car in, complaining of the car not shifting from Park (It happened to my wife once when it was -32C outside!)
When I looked, my 2009 RAV4 has the "pink" relay, and, according to the dealer, the pink relay is the latest version...

I will probably purchase the updated one from the US on my next business trip there!
The TSB stipulates this..........

"Warranty application is limited to correction of a problem based upon a customer's specific complaint"


It appears that they won't replace the relay "unless" you complain about it.

I'd sure like it replaced "so I don't experience the problem" !!!!!!!!!!!!
I would think if TSB this way.
I would think it would be equivalent to computer software service packs and hot fixes. Some hot fixes are recommended but some are suggested to install if you are experiencing the problem. Hence, you dont really need to install a particular hot fix if not required. Service Pack however is a must and this would be equivalent to product recalls.

Are you going to attempt to get this repair A LA TSB. Iwould like to have all TSBs done that I am at risk for before I send car to Greece?

Yes... But I had complained about the symptoms. They looked in their database and it looks like this TSB is a US-only... ( I live in Canada).
Any more updates on this. Try calling Toyota Canada and see what they have to say.

I had this EXACT problem happen this past winter... right around the same time this TSB was apparently published! Because the problem self-resolved after several minutes of trying to drive the car the dealer said too bad, they can't fix it.

I'll be talking about this with them as well now... at least I got them to document it at the time.
How do you open the panel to check if the correct relay is installed?

On mine, the clippy tabs that hold it into place are on the top right and left sides of the panel, while the bottom has the tabs that slot into the surrounding panel. I carefully pried the top right and left sides to release the tabs, then tilted the panel down to lift it out.

Sorry, no photo handy but just be careful (you don't want to bust the bottom tabs off!)

Looks like the relay runs around $50-$55 from several online Toyota OEM parts shops... I'll know on Friday if my Toyota Platinum warranty will get 'er done or if they'll be jerks about it (it's the same dealer that documented the issue while it was still in the original warranty period and neglected to check for this (recent at the time) TSB.
After reading the TSB I decided to replace the pink IG1 relay (90987-02030) that came with my 2009 RAV4 with the red one (90987-02031). [Thanks MartyMacGyver for noticing the typo] I don't want things like "vehicle not shifting from Park to Drive" and/or "accessories becoming inoperative" to happen in the middle of winter. The relay was a little tough to pull out -- I had to resort to pliers -- but the install was easy. I think that the money I spent (ordering online) was worth the peace of mind.

I'm surprised you had to brute-force it with pliers... I wouldn't recommend that to anyone (the circuit may be energized even when the car is off and you could conceivably crush the relay until the contacts close or short out). Rocking the relay carefully left and right should "walk" it out without damaging it (also, it'd suuuuuck if the new one was DOA for some reason and you were out the original relay!) :shock:

I got mine replaced a couple of days ago... the dealership that saw me come in the day after it first happened (and a few days after the TSB was published - unbeknownst to me) agreed to take care of it.

It sure sucks when it fails... It was about -20F here when it did it to me. I got from the garage (not heated but a bit warmer) to the bank, and when I came out 5 minutes later it started but wouldn't go anywhere (with the attendant raft of lights, no PS, no shifting out of park, etc.) It finally got back to normal on its own after a few minutes (perhaps because the heat was still working, the cabin warmed and so did the relay), or the heat of the relay's solenoid was enough to do the trick. Either way it suddenly starting coming back to life, finally saving me an emergency call to AAA.

If you look at the overall wiring diagram it's rather interesting: basically there are two relays: IG1 and IG2. IG1 takes care of the wipers, gauges and ECU. IG2 apparently takes care of the starter circuit itself (including the ECM). Presumably when relay IG1 acts up only the engine systems come online, while things like the cluster never get the message that they can come out of accessory mode.

Anyway, that's my best guess. I found a few places that have the OEM red -02031 relay for around $50-55, so if you can't get it replaced for free it's not that expensive, and if you live somewhere chilly it'll give you a lot of peace of mind.

hello guys

i have the same problem mine is Rav4 D4D 2006

i never have problem i took the car from italy to sweden not even one problem
i drive all the winter in sweden with -20 no problem
after the servie 4000 km the car give this alarm
Toyota Sweden they said that was the right rear speed sensor that was in failure
they replace and was working find
now in january 2010 i took the car again in toyota for the 40.000 km service
and after again same alarm problem
but every time i go there the alarm disapear
i print the bulletin and bring to them they say that never hear nothing about that
lucky when i was there the alarm come again the connect and they found again the same sensor

can be possible??
how can be that before the service was ok and after i have all this alarm again!!!!!

now is already 2 weeks that they have the car( they said is delivery problem) how can be possible???

now the problem is that the warrenty is over so i don't know what will be the surprise

somebody can help me
how i can show them that thís bulletin are valid and that the problem may can be there???

Was all those warning lights on? Or is there just error code stored without MIL on?

That relay leaves some systems totally without electricity. How I know? Our Yaris showed what happens when that relay freezes, abs, p/s, heater and everything else behind IG1 are dead...
When relay desided to get back in business after half a mile only engine warning light stayed on. Some communication errors between ecu's does not 'auto-clear'. And yes, it is the same junction block and relay in Yaris and RAV4. Same problem/relay with many other toyotas as well, even in lexus... :shock:

I'm sorry but this doesn't sound quite like the same problem... are you getting ALL the various warning lights at once or just the ABS light? With this particular issue LOTS of things appear to go wrong at once (ABS, air bags, power steering off, can't put it in gear, etc. etc.) Sounds to me like you've got a different issue going on here.
Call Toyota Customer Service directly and talk with them. Tell them the problem and what the dealer has done. They will listen!
