When in auto mode, is there a way to have the tail lights on as well along with the DRL?

No, the tail lights do not come on when just the DRL are on.

To have the tail lights on, you must have the "parking" lights on, or the headlights on. That is one step above the "AUTO" position:

What is different about the light stalk shown above over what is normally provided in USA cars.

Find where the light sensor is and put a piece of tape over it. The downside is it will dim the screen.

The sensor is on the top of the dash. But putting tape on it will also turn on the headlights. I take it the OP wants just the tail light on in the day, not the headlights.
