I believe the answer is that if the Dealership cannot recreate the issue, they will not be authorized to swap out the ECU by Toyota. My experience is that the Service Tech must experience the issue, then submit for the parts from Toyota....so if they don't hear/feel the rumble, they will not submit request for parts/service authorization.OCInsomniac said:If you have an early model included in the TSB, is it absolutely necessary to switch out your ECU even if you're not experiencing the mentioned symptoms :?:
Honestly I'm surprised more dealers don't operate this way. If they replace anything that's covered under a TSB, it's not like they're not going to get their reimbursement. This is how my dealership operates. ESPECIALLY after my wife complained about their lack of professionalism when she got her oil changed in the RAV4!bmorton said:It's really dependent on the dealership. My understanding of the 4WD ECU noise/vibration is that it was something that was there from day one, and even then there's variation between vehicles in how bad the noise and vibration is. If yours doesn't do it, you're probably fine leaving well enough alone.

The reason...because the replacement part was not available, toyota canada pulled this TSB off the system. Now the TSB is available b/c the replacement part is available.
Took the RAV4 to the dealer for the first oil service according to the owner's manual mtec instruction. Enquired on the TSB, the service people said that that they will not be covered or do anything unless you fork out cash to pay for it as it is not a recall. Wondering what woud you suggest the next step should be. I am thinking of calling Toyota canada and escalate this issue. What is your experience ?TSB Number: TC006-07

I think you should go to another dealership! I took all the TSBs in with me including Fuel Pump Whine, Highway Drone, Steering wheel cover, and a Major water leak... The dealership in Victoriaville Quebec immediately found all the french versions and did all the work in three days!
