Is there any harm to put Teflon tap around PCV valve after cleaning it and grease the thread so that it open up easily next time?

I wouldn't.
Tape is normally applied to pipes. They thread into something that fully encases the threads (and tape).

PCV, oil drain plugs, etc... the threads generally pass through the fitting and into the pan/valve cover, etc.

When threading in, the threads quite efficiently slice the tape.
Any tape that falls into the engine could plug oil return passages or foul the oil pump.

Pipe fitters and plumbers often use liquid teflon from a plastic squeeze tube as it works better than teflon tape, a couple of drops is all you'll need.
