How are you trying to charge it? Through the USB port or with a charger through the 12V port (cigarette lighter)?

Had similar issue with Android on the USB plug. Intermittent, on off, on off with a 30-40 second cycle or thereabouts.
Switched to a different cable and the issue went away.

The USB port in the Rav is only going to output up to 500 ma. Most modern iphones and higher-end Android phones require a higher than 5.0 volts and up to 2 amps. You'd be much better off using a cigarette-lighter adapter made for your phone than trying to charge using the low-powered 5.0 volt USB port in the Rav.
