Unable to program new keys to start car 2003

I have tried the 5 in/out ignition and 6 door open and close, the security light stays in blinking mode. Is there any troubleshooting tips or another method? Programming for fob locks/unlocks worked perfectly. Annoyed and desperate at this point.
