USA Port Delays Due to Regenerative Brake Inspections

Hi all,

I had a lengthy discussion with Toyota today out of Milwaukee. I put down payment ($500) on a metallic XSE on 6/13. At the time dealer stated I would have car in next 3 weeks as it was under going a random toyota quality assurance inspection at the port. 2 weeks later I call them and get the same update. It is still at the port getting inspected by Toyota as part of the random inspection. Today i called Toyota and they finally spilled the beans. We have all seen the articles out of Australia/New Zealand with the sales stop due to an identified regenerative breaking issue (at least that is what I read). My dealer confirmed they are inspecting all models of Rav4 hybrids at USA ports for the same reason. He stated that they have not found any issues on any in the USA at this point in time and expects the Toyota to start releasing them from the ports late next week. This is a Japanese made XSE, not canadian. My dealer sympathized and said due to these delays, that they would still honor the June toyota motor loan incentive.

I don’t understand how some Japanese made XSE models can have this type of problem and others also made in Japan can’t. It’s either a software problem (they would all have them and need a software upgrade which would be a simple flash) or there is a defect is certain electric motors that some have but others don’t which again should be simple to see since every part has serial numbers to make this kind of thing easy to see.

You’ve given us no info that we didn’t already have. What is the issue with the braking? How do we know if our already purchased Japanese hybrids were inspected/approved for this specific problem? What dealer told you this?

I seemed to have repeated a previous topic. I will get another update from my dealer in milwaukee area on Saturday. They are expecting the hold to lift sometime next week as no issues have been noticed thus far. I also do not understand the issue as very little information has been released other than the New Zealand article mentioning "component" inspection. They are inspecting all hybrids currently at the port. This potential quality/conformance issue may only be affecting a certain manufacturing date range or Toyota may be wanting to confirm/deny this concern on all hybrids that they control before notifying owners.

I am also in the same situation. Placed my down payment on 5/25 with my dealer for an XLE hybrid. The Japan made Rav4 arrived in Port of Chicago off of the auto train on June 16th an has been sitting there ever since. Dealer has no answers and doesn't have any delivery date in their system for my car. I did some research online and found that a company called American Auto Works runs the port that accepts the imported Toyota brand cars from the auto train for midwest distribution. A simple phone call to American Auto Works and the VIN number provided information on who the transportation company was for the car. I called the transport company and they told me that my car was placed on hold by Toyota and would not be released from the port. No reason was listed for the hold. I called Toyota USA and they created a case number and referred me back to the dealer. Hopefully I'll find out more information on Monday. Very frustrating that I'm being kept in the dark by the dealership and Toyota corporate.

Something to remember and it may or may not be relevant. Auto manufacturer's are really assembly plants. After the design process they may build the engines, some of the tranny's, stamp out the panels and other parts but mostly they 'assemble' thousands of parts that come from vendors into a working vehicle. There are always specs with tolerances but sometimes in mass production some vendors have their own assembly issues and if they make it through the quality control checks, then they can make it into our cars.

The quality control checks don't stop at the plant, they continue on through the many ports and depots after the cars arrive. If Toyota engineers sniff out a potential issue of major consequence, then wouldn't we rather have it resolved before we get the cars? That said, I'm glad mine got through and I'm confident from the many Lexus products I've owned Toyota will overcome this. I do have one issue, it's partially Samsung and probably the Entune 3.0 design in that my Note 9 and most Samsung 10+ devices won't load the contacts in the 'Premium Audio w/JBL' system. It's a glitch they will work out soon tho I hope.

I do love my car enough to have named him "Watson the 2nd" after my previous RX 450h that was perfect in every way. I chose Watson because of all the computers that have to work together.

Thanks for posting this information. My RAV4 limited hybrid with panoramic roof has been in port since 6/20. After a number of calls to my dealership I was told it was a routine inspection and there is nothing to worry about. I’m glad that I found this post and at least know what the issue is. Ironically I was told that they had one with the standard moonroof thst I could pick up tomorrow. Is this problem related to models that have the panoramic roof? If som would you guys recommend downgrading to the standard moon roof. I’m assuming the one at the dealership has already been inspected and has no problems. Please keep this thread updated with any new information.

The standard moon roof is probably built in Canada. Sounds like there’s something they’re checking with Japanese models. I too have a Panoramic on order and the dealer called me over this past weekend and told me I could get a standard moon roof with the same options as they were getting those in sooner

I don't believe it is related to the panoramic roof because my Rav4 doesn't have that option and it has been sitting in Port since June the 16th. Did your vehicle have the cold weather package ie heated steering wheel and rain sensing wipers? Mine does and so do others that are delayed

#16 ·
Mine is on hold and also has the cold weather package. I seem to recall the initial media reviews last Fall indicated the heating wasn't as warm as they were expecting but I highly doubt that would be the cause for an inspection.

I ordered an XSE with Cold Weather and Pano on May 20th (Pittsburgh Area). It was built the first week of June and shipped shortly after. Just got off the phone with my rep and he said it's cleared through the port and has an ETA window of next week. He didn't mention any inspection holds either. I believe mine came through Newark, so I'm not sure how they've handled this issue compared to other ports. Other threads have said that the Tacoma port has had delays outside this potential issue.

So not the oregon port? Yours from Japan? I ordered may 11th , no word except build date of june 14th.

Spoke with two separate dealers today who had vehicles held up on West Coast - both had their Pipeline Tracking updated today and received "processing" dates of this weekend (7/13-7/14) so hopefully the bottleneck loosens up soon.

Good news and thanks for sharing. What part of the country r u from? E, N, W ,S?

I'm trying to put the puzzle together from my experience and reading other threads. But I think it has to do what plant & country the car comes from. IE Japan Aichi plant appears NOT to update after build date, nor provide/scan a VIN until after the car gets off the boat and scanned into dealer computers. Canada, appears to update with VIN immediately after build into dealer computers, for example.

I was given a VIN in advance of production and I checked it weekly. Every time it pulled up the build I had requested. That is, until the day after it was slated to be built. Then the VIN was no longer valid!

I will add that mine ended with "Gxxx", where all VINs I had seen previously ended with only digits in the last 4 positions. So I wonder if it gets a temp VIN until the date it's assembled? Just a guess.

Ahh, thats what happened to one of mine too (I am tracking a few flavors). Now I feel better!

Echoing what others have said, Toyota is indeed starting to let Rav4 hybrids pass through the ports onto their final destination. Mine is still stuck, but they are expecting it to move in next few days. More to come Saturday, but I am pumped! Thus far I have not heard of Toyota finding their concern on the regenerative breaking system during these "holds."

Found this regarding the Australian sales hold on the hybrid.

"carsales understands from discussions with Toyota dealer staff, the inspections being carried out at dealerships centre on the affected models brake booster which in some cases are not the correct part. No further details were available at this time." This article was posted on the 5 of July

In Missouri area here - ordered loaded limited... No word on mine since build date - been 9 weeks. Also looks like XSE's are turning up. See one on dealer's lot. Have NOT ever seen a limited available around here.

Japan built loaded Limited with pano roof ordered 4/22. Just reached out to my dealer and he sent me a screenshot of my build information. Departed Japan on 6/15. Dealer emailed me a production VIN on 6/18. Arrived in US (west coast) on 6/30. Plant/Port process occurred on 7/10. Shipment to dealer should be on 7/23 and arrival at dealership should be 7/29. If the last two are on schedule that is 98 days from order to dealer arrival. Then a few more days for prep I would imagine. Hope that helps others determine their possible timelines. (Dayton Ohio area here).
