Suggest that the whining probably is from the alternator, a common symptom of impending failure. The alternator can be tested at no cost by many auto parts stores, but even if it passes that test it could fail soon afterwards. Otherwise the noise could be from one of the drive belts. That can be diagnosed by squirting a little water onto each belt, best done while the engine is running, but be careful of being sprayed.
The whining noise could be from a bad bearing. It could be in the alternator as Blogson mentioned, or in the water pump, or the belt tensioner pulley. I had the water pump in my 2008 replaced at 42,000 miles but in my case the noise sounded like marbles rattling in a tin can.
