I was stuck in traffic, bored and turned on the passenger's seat ventilator. Noticed it was blowing very weak, way weaker than I remember. I could barely feel any air in the middle section of the passenger seat.

It is winter and the car was running heat. Manual says the seat ventilator is AC linked. Is this why it is blowing weaker than I remember in the summer? Is yours doing that?

The ventilated seats aren't really AC linked, with the exception of the ventilator fan speed. They aren't air-conditioned seats, they just draw air through the upholstery. Per the manual, when the seat ventilator setting is set to high, the speed of the seat ventilation fans can increase with the speed of the AC fan.

Curious why you wish to use the seat ventilation function vs. the seat heat function in the winter?

All I can say is they are not even close to other cooled seat I have sat on like GMC or Cadillac
ON a warm summer day they do barely any cooling whatsoever
I have no experience with GMC or Cadillac vehicles, but I do know that some seats are air conditioned, and some are simply ventilated. I would expect a noticeable difference between the two.

That said, I'm coming from a string of vehicles with neither, so I'm pretty happy with the ventilated option provided with the Prime. :)

I do understand your point but for the price of a fully loaded Rav4 they should be true air conditioned seat
But yes anything is better then nothing specially with a black interior on a sunny day

I was not trying to use the ventilated function. Was just bored and switched it on by chance and noticed it was weaker than I remember. Really was wondering if it is going bad or something by design because AC is on.

Was it 10 degrees in your Prime and you had your AC set to 60 then turned on your ventilated seats? So your vehicle was like come on, I'm not going to freeze your backside like you're a side of beef! In previous replies I've compared/contrasted the weakness of my ventilated seats to other vehicles like a Ford Expedition with its wind tunnel seats, but I wasn't aware of the info @slab shared and it fills in some blanks for me. Much appreciated.
 
The seat ventilation in the R4P has been pretty weak any time I've used it. I was excited to see that there's an option you can change through Carista/Techstream to change the intensity, but my hopes were dashed when I saw that the default setting is already the highest it goes. The only option available is to make it even weaker.

I do find myself running the seat ventilation in the winter. It dries the sweat after a workout. But the ventilation is pretty weak. And the seat heater on the XSE absolutely sucks compared to the SE.

Yeah, the seat heaters on my XSE are weak too. I haven't found any use for setting it below the max level, which is really just luke warm. As a comparison, the seat (and steering wheel) heaters in my Mustang Mach-E can cause pain if left on the maximum setting for very long.
