Yep! And it is an outstanding part. (For some reason I got two)
But I think the OP is looking for something pretty.

^^ 2 front tie down hooks, are used by reputable tow truck drivers.
- both sides get anchored down, on flat bed

Yes, that is an option for carrying on a flat-bed, but there other ways to lash down in flat-beds such as lashing down the tires. Very effective and preferred.
For pulling a RAV4 from a ditch, only one tow hook is useful.
