Finally, someone posted how to install complete fog light kits on LE models.
Exactly the method i'll be using when I decide to install mine. They arrived 2 days ago. 90 CND$ shipped to my door for the full kit. Fog, cover, wires.My first video posted shows a method of installing a separate switch on the dash but this video show how you can wire it so that fogs turn on with your low beam so that you don't have to deal with passing the wires through. It is for Toyota CH-R but it should be pretty similar.
Only issue that I have with this method is that I got pulled over by a cop once asking me to turn off my fog lights since it was a clear night. I don't know the law behind it, but not sure what I will do if I get asked to turn it off with it wired to the low beam. By the way, do you mind sharing the link to you kit? I want to start on this project soon but just don't know which to buy. I rather have LED bulbs installed but I'm not seeing any complete kits with LED bulbs. I did this type of installation on my Sorento, so I have a bit of a background for doing it on the Rav, but the video will help not doing trial and error.

Since all factory fog lights will not turn on unless you have the low beams on, you probably don't want to be able to have them on by themselves. This too could get you pulled over. They also turn off when the high beams are turned on. Not sure of the reason for this but again factory fogs. Which light bulb are you planning to buy? Hopefully we don't have to buy ones that has separate resistor dangling at the end of the wiring...in Canada, i am not sure if this could be a reason to get pulled over. I see a lot of fog light on during the day.

A quick look at it tells me i have to remove the fender and the under body plastic shield so I’ll wait for access to a garage and a lift.

Let me know if you figure out how to wire it that way.I just did my wife's 2019- I followed bulletsolano's video as well but made some changes-
The driver side inner fender liner does not need to come completely out as stated in the video, you can just remove the first 4 or 5 clips and get the old covers out as well as install the new light housings-
2nd, near the steering shaft the insulation has a cutout you can fold over- I chose to run my switch wiring through here by drilling a hole- then installing a rubber grommet to keep the wires from chaffing. It just seemed like a royal pain to run it through where the hood latch cable goes through.
I also chose to ground mine near the relay box under the hood and mount my relay in a different spot.
I plan to change it a little, I dont like how the lights are wired straight to the battery- I'd prefer them to turn off when the key is off-
