Not to be rude, and I'm open to getting humbled but those ports are exactly as they are labeled:
Top is 12V: 12 volt battery power.
Bottom is AUX: Feeds audio signal to your radio.

The AUX jack is notoriously finicky. If AUX is glitchy you can get a new one. I dismantled mine completely and added a switch to activate AUX mode since I had all the supplies laying around to do that.

Knowledge reference: I have a 2007, have taken those parts out, and have rebuilt the AUX port to use w my phone.

Yeah, I thought it would be obvious from the labels.
I don't use the Aux audio input but my BIL connects his phone into it. He complained about a whining noise. I think he bought some kind of a filter to eliminate it.

 

The AUX audio is pretty bad, I used an inline ground loop isolator between the jack and source (phone) to eliminate the whining noise. I had seen one opened up before, mainly passive chokes to suppress the noise and keep the ground potential matched. I don't use it anymore, everything is through USB stick or BT streaming.

No problems with the Aux on our '11 RAV4 - I plug a personal music player into it and my wife plugs her phone into it as well. Wonder whether the type of radio combo installed in various models makes a difference. We have a Base model RAV4 with value upgrade package, has a radio,etc. OEM upgrade as well but not the JBL premium radio/player.

 

The problem I'm referring to in the AUX port is that the radio won't detect your aux input so to speak.
In the guts of the AUX ports there is a small switch that trips when a plug is inserted, this small switch is easily prone to failure, especially from dirt or foreign debris.

If you try to use the AUX port for audio while using the 12V power port for charging at the same time, you will get alternator whine. There was actually a TSB for this and they corrected mine under warranty. BUT, you actually had to ask specifically for the fix.

 

It depends on the actual player output. I had a no-name BT adapter and I had to use a ground loop insulator when charging.
Then I upgraded to a better adapter (FiiO BTR3K) and surprisingly it didn't need that isolator. However I left it in the circuit...

I'm somewhat a cheapskate and also a tinkerer - I suppose part of my living on farms heritage. With jack socket contact problems I applied a very small amount of solder to each of the pin contacts and that usually resolves the problem. With a vehicle I would get a 3.5 mm male/female 3.5 adapter, use the solder technique on the male end, and leave it always plugged into the RAV4 Aux socket. Then plug the playback, etc. device into the adapter's female socket when needed. Much easier than revamping the OEM Aux port socket - worth a try. If it doesn't work then doctoring the OEM socket probably will be needed.

 

Having the switch is good to leave the CD functionality, especially if you have and use the multi disc changer. From what I can see, it is disc when the switch isnt tripped and aux when the switch is tripped (plug inserted). I could be wrong and if I found out otherwise I'll try to remember to update this post.
