I have the Premium package which allows me to store in memory two different driver seat position settings, L1 and L2 for me and my wife. I carefully followed instructions in owner's manual, but it doesn't seem to do anything when I switch between the two settings. Does anyone else have this problem? Or did I misunderstand how to do it?

Is car in PARK when you press L1 or L2? It will not work if not.
With car ON and Parked, set seat how you like it, press SET and L1 at same time until you hear beep. Your done. Repeat for L2.
Of note: You can have dealer Link door unlock to remote for drivers position. So when you use your key, the seat automatically adjusts, and when your wife uses her key, it autoadjusts for her. Pg. manual 227 & 576. I'll do when I get my Prime, as I often start driving, having forgot to press seat button; which only works when in PARK.

You do have to initialize the driver seat memory functions. It is an item on the delivery list that the dealer signs off on (even if they skipped steps). You can do it yourself or go back and yell at the dealer that did not do that step.

Here is some reading material I got by searching on seat memory in the R4Prime forum with advance search (click 3 vertical dots upper right corner).

There is no need to drive to the dealer.

The following steps will solve the issue on RAV4 2018-2024 5th generation.

Steps:

1. move your seat forward much as you can.

2. move your seat higher much as you can.

3. incline your seat much as you can.

4. hold the set button and press 1.

5. move driver side seat to the desired seat position.

6. hold the set button and press 1.

7. now move randomly the seat position and press button 1 and see your seat moving to last saved position.
