Hello, hope that someone can help?

My wife has recently purchased a 2000 Rav4 3 Door 2 litre. The car was bought as a non-runner with the intention of getting it going and using it as a runaround. The engine turns over but does not start. The fuel pump does not appear to be working with the ignition switched on, and there is no spark at the HT leads while cranking. All lights on the instrument panel function as normal and the engine management light is off. There is an issue with the remote central locking using the remote fob. The central locking will not lock with the remote fob, but the fob will unlock the doors and flash the indicators. The drivers door does lock with the key but will not open with the key. I am wondering if there is a problem with the immobiliser that is causing the non starting condition. I have checked all of the fuses and all are in good order. Are there any checks that are reccommended to help diagnose the fault further? All suggestions welcome.
 
What about the battery. It seems close to be dead causing this issues to happen.

Get a drip loader on the battery, see if you can operate everything then as you expect it to. Don't crank it yet.
Check the voltage from the battery. Use a load test too. If you have done that and the battery seems fine, it might be another issue. But i think replacing your battery might solve most of the issues.
Then, you also might have issues starting your car because it's likely to have sat for a while, and rust has kicked in.
That's a whole lot nastier to solve then replacing a battery.
