So, this is where I'm at.

I got raptor lights for my 2020 Rav4 LE.

Most people who have this mod, have the Add a Fuse plugged into the USB1 7.5a fuse. I've tried it, along with the USB2 and it doesn't work.

I've plugged it into the fuse for the fog lights, it works but they don't turn off.

Any suggestions ? It seems like there are no pins in the 7.5a USB 1 or USB2 slots

How many USB ports do you have inside the vehicle? If you only have the one by the cigarette lighter, the USB 1 and 2 under the hood probably do not have wires going to them. Some of the 2019's had all of the wiring and missing components from higher trims could just be plugged in. Not all 2019's were this way and probably all lower trim 2020's would have this wiring missing as well. Since you don't have a front camera for the bird-eye view, yours is not a Limited trim. My Limited trim has 5 USB ports. One up front, 2 in the center console and 2 for the back seat on the rear of the center console. I would imagine that the pair in the center console are USB1 and the pair for the back seat is USB2. So, if you don't have these USB ports, then you probably are missing electrical connections in the fuse holder.

It's interesting that the fog light connection does not turn off with the fog lights unless the fog lights switch the ground to the lights and keep a constant 12V DC to the lights. This is not a common 12V switching mechanism but I did read that the fuel injector system on Toyota's use this method of activating the injectors.

I know, none of this is helpful for you, but you're in the fuse box, there must be a switched 12V DC in there somewhere. How about the side marker wiring or fuse, they would be perfect so the raptor lights would work in conjunction to the side marker lights. I replaced the halogen bulbs in the front side marker lights with amber LEDs so if you did this, the current draw would be less so the addition of the raptor lights would not exceed the original fuse rating. You could even split the raptor lights and have 2 to one side marker and 2 to the other side marker. The bulb sockets are fairly easy to access. I used an open end box wrench to turn the bulb socket; I have big hands and this helped. I forget the size I used. Just a few thoughts.
