Rear Tie Rod Recall Issues

So I dutifully took my 2009 RAV4 Base to the dealer for the 2nd recall for the rear suspension to have it serviced. A month later I purchased new tires and during the free alignment scan they told me that my wheels were out of alignment but they couldn't adjust because there's a sticker on the adjusting nut saying do not adjust.

Went to a different dealer who wouldn't touch the car because they said it was supposed to be aligned during the recall service. Returned to original dealer who aligned the car.

Returned to the tire store who ran an alignment scan and showed it way out of spec. Went to a third mechanic who checked manually and said alignment was fine. He also said they could align the car if needed, even though the epoxy locks the adjustment nut.

So my question is, can the car be aligned in the future by someone other than a dealer? Also, what is the deal with these alignment scans, are they accurate?
