Hello, if someone can help me to solve this problem. I have a brand new 2011 RAV4, 4 cylinder, 4 wheel drive, only 800 miles. I hear some kind of "rhythmic tire rolling" noise when it rains (like something stuck to the tire), and "only" when the car start running at very slow speed (without step on the the acceleration paddle). If I step on the paddle, the noise will be gone after speed pickes up. The noise only occurs during the raining day when I park the car outside and only when I first start driving the car !! I think it is from the rear tire but I am not sure. The strange thing is really that the noise only occurs when it is raining, and the car has to just start running ! I won't hear the noise if the car only stop for traffic light (like the high spining speed of tire eliminate the problem). Also, if it is not raining or the car is dry, no noise at all. I think the noise is associate with the "Water" settling some where in the breaking parts, or some where in the tire. When I park the car in the rain for like 30 min, noise re-occurs again when I start driving the car at low speed. I took the car to the dealer before but because there was no rain, of course, I couldn't reproduce the noise. Please help me to solve this problem is any of you know what it is. Thank you.

Rust on one or more rotors? It rubs off after a bit.

I know you did not say it was when you pressed on the brake, but you might see if a gentle press on the brake affects your noise.

Hmmm...maybe the noise you hear is water being channeled through the tire tread. The OEM tires are mediocre at best. I doubt it has anything to do with your brakes, but who knows for sure.

Carbon is probably right.
Steel disc brake surfaces are kept polished by the brake pads while driving but develop a slight coat of rust when parked in rainy conditions except for the area under the pads themselves. The rust wears off very quickly as you use the brakes but as it does the nonrusted area where the rotors were parked causes a whoosh-whoosh sound.

With four vehicles that don't get driven daily I always have to expect the sound as normal when I drive one that's been setting outside a few rainy days. Still, sometimes it makes me wonder if something's wrong.

It's hard to believe it could develop in 30 minutes but you are probably over-sensitized to the noise. Most people ignore it or more likely don't hear it over the radio that comes on as soon as they turn the key!

So, as Carbon says, if a gentle brake application cures it, it's all normal.:)

Thank you guys. I noticed that the noise disppears after I speeding up and won't happen again unless I park the tired for like 30 min. I really think it is caused by the water accuminating some where in the wheel or tire. I will try to spray water on the tire/wheel during good weather to figure out which tire makes the noise.

If it is a light rust issue you can visually check the brake rotors. You'll see the change from shiny to that dull light brown color.
BTW, where do you live? What's the climate?

HowStuffWorks "How Brake Calipers Work"
Here's a picture of a caliper, the part that squeezes the pads against the disc. The squeeze should be released when you release the brake pedal. If the piston in the caliper gets hung up it's known as sticking. Usually only a problem after years of operation.

I have contacted the car sales and explained to him what happen to the nose and hopefully he will figure out what exactly the problem is for me. So far I have not heard anything yet. But the Sticky Caliper and the rust sounds like the reason for the noise. Got to have this problem fixed.
