I have the Rav4 Limited for a few days and just noticed this blinking light AFTER I locked all the doors. The light goes away after I start the car.

I don't think I noticed this light blinking before so I'm curious if that is normal or if there's a problem with my car?? :shrug:

Yes, it's NORMAL. It shows that the system in in protect mode. The engine cannot be started until a key with a registered immobilizer chip is inserted into the ignition switch. Then the light will stop blinking.
 
The last reply in this topic is from 10 years ago. How did you manage to find it and resurrect it? :) If you have two keys, check with the other key. From your description, your key seems to be broken, at least the chip inside of it. You need a working key.
 
If both keys have new batteries and they work to lock and unlock the car, it may be the immobilizer from the car which got broken and does not recognize anymore the codes sent by the keys. Unfortunately, it can't be bypassed otherwise what would be its purpose? I am afraid you will need to go to a Toyota dealership or an auto repair shop that specializes in electronics for further troubleshooting.
