I've owned cars where a three year brake fluid flush and refill was manufacturer recommended. And was a requirement of the track within two weeks of any high speed event no matter the age of the car.

My son owned a Mazda where he spent thousands on the brake system after years of brake fluid neglect. Isn't like the old days where the brake shoes were mechanically moved. Today's systems are complex with many sensors and are expensive to fix.

Choose you own interval but don't just neglect it entirely.
Many years ago I didn't flush the brake system on my cars and ended up spending lots of $$$ replacing brake system parts. For the last 25 years or so, I've flushed the brake systems on my cars and motorcycles every couple of years. Besides changing engine oil regularly, flushing the brake system is the best preventative maintenance I've done.

You can take a sample from caliper bleed valve.
Yes you can. Whether is meaningful and representative of the whole system is debatable. If you put all the effort into getting to the port, might as well just do the flush. Probably less than $30 in material. I always wash off all brake fluid at the bleed valve with brake cleaner spray and compressed air or else there will be a rusted mess next time you look at it. Blast with air, spray with cleaner including the snorkel in the hole, dry with compressed air then put on the rubber cap.
 
If it's a DIY brake fluid flush just make sure the master cylinder doesn't run dry. I heard the ABS unit is a real pain to the bleed the air out of.
 
Just moved to WA state from CA and took my 2020 Rav4 hybrid to the dealership for the warranty-covered 3k oil change. Mileage is about 38k. Always had good service from my CA dealership but took things into the WA dealership and after the oil change, they recommended a "threeway" fuel injection service that includes an air induction service (cleans the fuel rail and throttle body).
Personal experience has been that dealers in King County tend to upsell but not those in Snohomish County. No experience with other counties. Maybe try a dealership in a different county.
