In my wife's 2011 when you use the lock button for 4wd the light turns on in the instrument panel but then it seems after driving a while it shuts off automatically. Is this supposed to do this?

vanib is correct, 25 mph, and the 4WD ECU is constantly testing at any speed to see if the rear drive is needed and if so how much. "LOCK" doesn't really work like it does on a 4X4 like my F-250s.
 
This will need that traction control is turned off which is necessary in surface that may stuck the tyre pattern and reduce the grip.

Sorry if I am hard to understand as non-native writer :)

Wheels should not spin very freely if traction control is engaged.
Sometimes in certain terrain (snow,mud) wheel spinning may be required to maintain movement. Spinning tyre clears its surface from snow or mud. This capability is tested at least on snow in Nordic winter tyre tests.
