I need to replace the front bumper. Ordering online but I need to know if it is with or without "flares". Does anyone know what flares are and if this model has flares? If more info. is needed, please let me know. Thanks for any info. you can provide.

Only guessinig, ...

The wheels and tires that some people use on their vehicles sometimes can be wider than the vehicle itself. So, some have put fender flares to cover the tires. For reasons the govt has decided that tires should not be exposed. Something about items caught by the tire and being thrown by tires and if it flies into the car behind?? Trucks have this restriction where they must have mud flaps to cover the tires.

Anyway, I believe you wanted to know if your vehicle has flares because the bumper needs to match the fenders. Sorry, do not know if your vehicle needs or has flares.

The flares on the front bumper are the extra strips of plastic body panelling that make the vehicle overall wider by a few inches. Located on both ends of the front bumper closest to the front wheels. Generally, flares were standard on L and S model rav4 and optional for base models but each vehicle build varies.

EDIT: KTL pointed out L models didn't come standard with flares

Have you considered patching the bumper you have and save the cost/effort needed to replace it with a new one (assuming the new one will come primed and not painted to match)? The pic you posted of the bumper does not look like it's too far gone.

Yes, that would be my preference BUT body shop said it would require too much work to sand it down and prep it. I too thought it would cost less to sand and paint but that's not the case-apparently that's not what they like to do. I can order one already painted which would be a close match but I know it wouldn't be exact. I'm wondering if the peeling paint is from the recall on bad paint. Sadly, the person I bought it from was not aware of the recall and it's past the time limit on 2007 to have Toyota cover the cost.

The vehicle definitely doesn't have fender flares. That doesn't even look like the original bumper since the color doesn't match the hood, fender, etc. Take a look at the vehicle sticker inside the driver front door, there should be a 3-alphanumeric color code, i.e., silver is 1F7. Check out Car-Part.com and see if there's a used, color-matched OEM near you that you can pick up.

Wow, good eye. The previous owner, former friend, swore it had never been in an accident except when some "sideswiped" it in a garage. Pretty sure that isn't true because the drivers side rear panel has obvious damage that appears to be a home paint job and when I had rear view camera put in, the guy said the rear frame is damaged. I'll definitely look for a part on that site. I already have to color code. Thanks much!
