Looking for location about fuel pump relay OR C/OPN relay. Trying to release the pressure from fuel line in order to take all injectors out. Any one has idea about how to stop the fuel pump or other method. Thanks in advance

It should be in one of the engine compartment fuse boxes. Alternately, open your filler cap slightly, remove the EFI fuse, crank it over a bit, then carry on with your fuel system repair. There will be residual fuel in the lines, but that will depressurize it.
Do you know where the fuel pump relay is on the 2007 Toyota Rav4 base? I was doing electrical yesterday and blew some fuses. Replaced but now my OBD reader powers but no link and car cranks but no start. I cant find any of the fuel pump relays. All other fuses are good.
Sometimes the rubber gaskets around the fuel rail connectors get shrunk in time (especially for hot environments) and you get small leaks (that evaporate quickly and they are not vissible) and that conduces to loss of pressure while fuel pump is not running (engine off).
That pressure needs to be re-build by the fuel pump every time you crank, so it takes longer.
Thank a lot for the advice.. i will check all the fuel line and gasket as well... ya the car need to crank 2 times after we park the car more than 30 min..
The whole system should remain pressurized and yours doesn't.
Fuel pump has a check valve to prevent the return, in the pressure regulator, but I assume you have changed that too.
What remains to find is a small leak somewhere. You can check with engine running or immediately after stopping.
PS: On one of my other cars (a Hyundai) the leak was at the crimping between a rubber hose and the metallic connection to the rail. I could not find it at Hyundai, but luckly Kia has the same engines, so they had one for me.
Thank you again for your great experience.. yes i will check fuel system as you said all the connection.. hoses i notice at the intake manifold and injector look like leak so i decide to take out the engine and check and repair leak gasket all together...
