At toyota or even the parts store, those pins will run you about $5 each. Instead I keep one of the Amazon bulk packs handy. They run about $10 for a decent sized set. You'll find that you probably have a bunch of missing ones all over your car.

As for the size, pull one of the other pins to confirm amd measure. I think there are 2 different size pins that are used to secure the splash shield.

To remove use a small screw driver and pry out the center expander portion of the pin. Then pull the pin.

Gotcha! I’ll buy the pack you included. I checked autozone and they had a kit for $31, which is a bit much IMO.

Where practical I have used black plastic zip ties, especially where they are out of sight, last until you need access to that area again very easy to replace and cheap.

 

Gotcha! I just used a zip tie to attach the end and will have the dealer look at it soon.

 

One possible reason this happened was that you backed over some deep snow or berm. When possible go over deep snow while going forward. The splash shield in smooth in the forward direction. But in the reverse direction it will catch on edges and rip off.
