This may be a FAQ, but maybe not! My 2007 Rav's key fobs (integrated in the key) are looking terrible with the buttons falling out, I decided it was time for replacements. After calling the dealer for a laugh, I talked to a couple locksmiths who both recommended I buy the blank key+fob on amazon and they'd cut and program it for me.

The locksmith cut the keys for 15 bucks each, and they worked in the doors AND they also started the car. He said sometimes the cars aren't enabled for immobilizing. We waited a minute or two and the car kept running fine. Hmm..ok, fine enough. So I have spare keys that can run the car and they seem to work just fine without ever programming them.

Now I want to program the remote buttons on the key. I've been following the song-and-dance of insert, reinsert, door close/open twice, insert, door close/open twice, etc, etc, and can't get the sequence to work. Before everyone tries to lay out the sequence again, which is available in many websites and videos, I had an interesting thought. Is it possible the insert/remove insert/remove thing doesn't work if the car isn't detecting the presence of the key? An observation is that if I insert an original key with the door open, the car does not complain at all about a key in the ignition. I had never noticed that before! Is this a configurable thing?

OK, to start with you need to look over this sticky thread:

Your 2007 doesn't seem to have the immobilizer system since it starts and runs with the new keys. The easiest thing for you to do now is to remove the remote module from your old key and stick it in the new fob. It's already programmed to lock/unlock the doors. If the old fob is totally damaged, you'll have to reprogram it to the vehicle. I've never used the insert/remove open/close door procedure on a RAV4. I have always used Techstream as documented in the thread above.

Every Toyota owner should have a copy of Techstream. Best investment you can make for around $20.

Managed to get this done today! Found this key on eBay, had it cut locally for $4, then used this video. Was a little tricky! The way I have Techstream running on my Win95 (yes, Win95!) laptop, it was a little hard to move the laptop quickly out of the way before the final step (registering the new key) when you only have 20 seconds to insert the new key. Got it on the third try! Stoked, now I should be good for another what, 5-10 years? :) Thanks to this forum and the good folks that suggested this process! Beats spending $$$ at the Toyota $tealer$hip...

Well, spoke too soon, I guess?

The car STARTS fine, but, NONE of the remote operations work on the fob. Battery APPEARS fresh (I haven't tried replacing it yet but I will), though I CAN SEE the red LED light up with I press the buttons. The car just does not respond. Did I do something wrong?

Also just found out that my the remote features on my OTHER keys also NO LONGER operate, but they DO start the car.

Firing up Techstream...help?

TIA!
