My shop insisted they had to validate my car has the issue before applying the TSB. So I wait until it gets cold enough to make sure the train can be heard.
I was told by my dealer that Toyota pays them $50.00 to install the update if they can reproduce the noise in my car. My dealer didn't even chage Toyota for the software update on my car that they did do for me. My dealer said it wasn't worth losing the $50.00 and making a customer unhappty. Guess where I'm buying my next car.

It is ridiculous to ask customers to reproduce cold weather noise before winter, more ridiculous to ask customer to drive to dealership, let car cool off to super early morning conditions to reproduce the error.

Dealer that make it right no questions ask deserve repeat business.
 
Does anyone have a video of the noise that they wouldn’t mind sharing with me that I could download to my phone (not a YouTube video)? I asked for this TSB to be completed during my last service and like many others, the dealer wouldn’t do it without replicating the noise (not going to happen in May in the south). They did accept seeing a video though. I have another service coming up soon and it’s not cold enough here for the noise to show up.

I don’t like to operate like this, but I really just want to get this done during the normal routine service. It’s really unfortunate that they won’t just do it.
 
Just to add my experience to the pile. I was refused the update because "my vehicle must be exhibiting the symptoms at the time or they will not apply the TSB." This was AutoNation, YMMV.

TECHNICALLY SPEAKING... the first step to the technician is to confirm the issue.
  1. Turn the vehicle ON (Ready ON) and ensure the compressor is on. Is the short humming/buzzing noise present?
    Refer to the link for an example of the humming/buzzing noise. Humming/Buzzing noise example
    • YES — Continue to step 2.
    • NO — This bulletin does NOT apply. Continue diagnosis using the applicable
      Repair Manual.
So don't be too hard on them if they can't reproduce the noise so they don't apply the TSB! I know it's an inconvenience.

I found I can most easily duplicate it if I have the vehicle sit overnight and the temps are around -10C to +5C and it's the FIRST startup of the HVAC of the day. DRIVE TO THE DEALER WITH THE HVAC OFF AND TURN IT ON IN FRONT OF THE TECH / ADVISOR.

Or, try to record it with your phone. Or, grab a video of someone else's Prime doing that LOL and put it on your camera roll, and tell them it's hard to duplicate on demand unless the temps are right in the zone.
 
Just a report from the field- I was lucky enough to get the TSB applied during the summer. We've had a cold snap over the last week, and I'm pleased to report the train horn noise is gone. I can tell the fix did something, I now get this very subtle growl that would have developed into a full foghorn blast before. Kind of like my dog, when she knows that a bark will lead to the squirt bottle, but she just has to let a little something out anyway :cool:

Same here. I would surely have heard it by now as well. Last fall It started happening so many times I stopped counting. Not once this fall yet.

My dealer service tech must have just gone ahead and applied the fix because even though they told me they would have to "verify" the problem before applying the fix we have had enough cold weather to trigger the noise but have not heard it.
 
I find that since the update to the heat pump it sounds a little louder during start up and early operation, but doesn't continue on to make that ridiculous car shaking, steering wheel vibrating, foghorn of a noise.

I thought perhaps it was just me, having not heard the compressor heating the car all summer, it seemed louder to me. At this time of year, I often pre-heat when still plugged into shore power in my garage before I leave in the morning and I feel it seems louder, but no longer have the 5 second long fog horn warning to everyone that I just started my car.
