Yes, this is a known issue. It seems to be gaining more traction as it takes a while and wet/salty road conditions for the cable to begin corroding. Check out the subreddit r/toyotacablegate for more info. Car Care Nut on YouTube talks about it in his RAV4 videos.
We are well aware of the issue and there are a few very long threads on cablegate. This thread is about what appears to be a Service Campaign for the issue.

I did some anti rusting coating myself on the exposed grounding mesh. I wonder what's the service provided here.
I know from experience in an industrial setting that wire mesh is notoriously difficult to coat, even if you have the luxury of vacuum when you apply a sealant or resin. If you leave any pockets or bubbles, you could make the problem worse. In an automotive setting, water will find a way to wick anywhere that isn't completely sealed, and if it's in an air pocket, it won't drain or dry as easily. Basically, any fix that doesn't completely seal from water getting in is just as likely to trap water and speed up corrosion. This is what happened with the original design of the MGR connector housing.

so now that we know this is legit - do I need to wait for the recall date to exist or can I try to schedule this now? If I'm doing it, before winter seems better!

It just came out yesterday, so there is nothing on the web yet. If you sign into the Toyota Owner site you should see it in your Vehicle Health Report listed as a "service campaign" and not a recall. If it's in your report, then you are part of the campaign and should schedule an appointment for them to do the repair. Full text below:

Can you screen shot this for us and post please?

I'm going to the dealer today to pick up an oil filter and drain plug gasket/washer to do an oil change in the near future so I'm going to ask the service dept wassup.

So does ANYONE know what the dealer actually does? Does he clean off any existing corrosion before applying the new "wire harness protector seal?" What actually is this new "seal?" Is there a new TSB associated with this new service campaign that explains things in detail? It all seems very vague and cryptic to me.

I have similar questions. I was going to try to talk to service today but the place was really busy and my daughter was waiting outside so I didn't want to make her wait even longer. apologies for my failure, everyone.

I'm assuming the wrap is what is on the newer hybrids/primes but obviously I can't know for sure yet.

Imagine how stupid and silly it would be if Toyota dealers are just installing that black rubber condom wrap over a badly rusted cable! If there is no TSB telling them how to remove corrosion and treat rusted cables I could envision many dumb Toyota service techs doing that.

This service campaign now shows up on my dealerships website as a service you can select to schedule an appointment for.
nice. I tried to type in the number for the service campaign at the dealer website and nothing yet.

so I happened to be under the rav4 so I took some pics of where my cable is at right now. last fall I sprayed it with some electronics cleaner and then some marine CRC. doesn't look awful but I'm not a corrosion expert. I reapplied while I was there.

Do people also disconnect the connector where it goes into the motor to make sure the internal contacts are also not corroded? Indicated by blue arrows in attached photo. That internal area also gets corroded and causes failure. On the latest designs Toyota now has a new internal foam washer inside the connector to motor.
