Muffler and Center Pipe Replacement Cost

Hello,
I live in Norther Virginia near DC and recently I failed VA state inspection due to exhaust and brake issues.
Mechanic told me I have to replace muffler and center pipe and rear axle brake rotors & pads and quoted prices (parts+labor) as following.

Muffler & center pipe replacement : $650
Rear axle rotors & pads : $300

Also the mechanic recommended oil pan change, which he quoted $420.

It's my first car ever and I'm not used to going shops, so I wanted to check whether these prices are reasonable.

I bought my used 2007 RAV4 V6 (150k miles) in February this year and have been driving it 3000+ mile with no issues.
One thing I was curious was that according to maintenance record by the previous owner shows the car had been replaced all 4 rotors at 120k mile in 2017.
Are rotors to be changed at only 30k+ mileage?

Those exhaust prices are crazy. Replacement exhaust parts for our cars are bolted in via flanges, therefore no welding is required - which = not a lot of labour involved compared to getting a system welded. I would source out parts on Rockauto.com and you'll see how affordable you can grab stuff (especially on clearance).

Brake prices seem to be about average from what I've seen, my friend's Lexus dealership wanted to charge 600 dollars per axle. We decided to do it ourselves on the RAV4 at the cost of 450 Canadian for both the front and rear (pads, rotors, hardware, etc) and that's with us using quality Centric brake parts. 30k on a set of rotors seems a little low, but in harsh conditions I have seen them get chewed up. Normally I see this when cheaper components are used. There are a ton of variables involved, a lot of it depends on the environment or how the person drove. Bad weather, being in the mountains, and being on the brakes all the time can speed up the process by a surprising amount.

Regarding your mechanic recommending an oil pan replacement. What's his reasoning for that? Are there any leaks/dents/stripped bolts, etc? That sounds like a cash grab to me, now I feel like the exhaust issues may have been fabricated as well. Usually the gaskets will go first before the pipes themselves. You can verify this by spraying soapy water on your surrounding exhaust components and see if you see any bubbles. Get someone to rev up the car if you're not satisfied and think it may only occur under load.

I would get a second opinion, I'm an apprentice mechanic and I don't trust 90% of mechanics out there. Have heard too many horrors stories and have almost been scammed before in the past.

If you can consult another inspection/repair facility suggest taking your RAV4 for a second opinion. Some mandatory inspection routines record details of inspections by a facility and taking the vehicle for another opinion the second facility would discover the inspection details from the first entry and could refuse to change any of the first report findings. The V6 exhaust is sold by Toyota only as a single complete welded system at something like $1100. A muffler shop should be able to cut out the huge OEM muffler and "center pipe", whatever that is, and weld in non-oem parts possibly at a lower price than even the $420 quoted, but at least you would not be on the hook for $1100 if such work is needed. Oil pan replacement - why? Would seem unnecessary unless it is badly damaged and leaking. Unless the brakes have been used heavily the quoted replacements also would appear to be unnecessary, given the mileage since the last brake work was done.

You should call some muffler shops to compare prices and warranty. They should be able to quote you a better price than your mechanic. As for the oil pan why is it being replaced? Is it leaking or just a loose drain plug.

If this is your first car you may need to research to know more about maintaining your car. Nothing worst than being beng taken by a mechanic trying to rip you off.
