Have the same issue. Disconnected the battery a couple weeks ago and worked fine for two weeks and the issue started again with the screen going blank after rebooting three times. Attempted all the possible fixes that I saw online and none of them worked. Off to the dealership I go tomorrow. Not happy at all.
 
Update.…dealership ordered a new screen. Who knows when it will come in…
Based on past history with infotainment problems, I highly doubt that a new screen will fix your problem. Look for a software update and TSB in the coming months as more 23' owners complain to their respective dealerships. Same crap is occurring on the Tundra and Corolla forums with the 23's.

Yup…I am not too optimistic. This is complete BS.
 
Same happening to me! I have Hybrid SE purchased at the end of 2022. in my case, I have got 2 eposides of continuus rebooting loop. Both episodes resolved themselves after 30 minutes or so of reboots. The second episode started immediately after picking up the car parked in the sun. Maybe overheating? In fact, I noted that turning the AC on, the reboots were occurring between intervals contantly increasing (e.g. after 10 seconds, 20, 30, 40, 1 minute, 2 minutes, then no longer rebooting). So the AC did some sort of "cool down". Some power chip overheating?
 
Dealing with the same issue, I got the 2023 XLE only has 4000 kms on it. The screen only works on the reverse. Took it to dealership they said the radio unit is faulty and it needs to be replaced this gonna take up to a year!!! So mad.

Today I went to the dealership but since the problem was not happening they said that nothing could be done for the moment. It seems that there is no recall or bulletin or acknowledgment on the issue. Reading here and on reddit, it seems to me that it is becoming quite common on the newer 2023 hybrids and not only my own isolate case.
 
I bought a 2023 RAV4 in November of 2022 and last week the multimedia screen stopped working. I was driving and the screen rebooted 3 times in 5 minutes and then the by the 4th time it turned off I was unable to turn it on. When the car is on reverse the monitor shows the backup camera and as soon as I put it in drive the screen goes black. At the same time the USB outlet doesn’t charge the phone as well. I sent the car to the dealership today and they did a reset and the screen started working, the dealer said that there is no guarantee the fix will last as a lot of people are reporting the same issue for this model and Toyota is working on a permanent software update. I started driving and the same happened, the screens rebooted 3 times and the 4th time it turned off, it didn’t turn on again. Is someone else having the same issues? Any updates from Toyota on when will they have a permanent software update for this issue? My dealer didn’t have an answer on this and they said it could take weeks to a year until Toyota comes with a software update. It is annoying driving a brand new car and the screen to not work, meaning no GPS, radio etc.
We bought a 2023 rav4 xse back in dec 2022, we have the exact issue you've described. We already brought car in and will do so again next week.

Same problem. 2022 RAV4 Hybrid XSE purchased from South Dade Toyota. This is the second time I'm taking it in for this problem, and I got the "software update" excuse the first time. The problem was intermittent, gradually growing worse until the multimedia screen doesn't work at all now. With random occurrences and static on the screen it sure looks like a faulty data cable, but I'm just an EE what do I know? 🤷‍♂️

Took it to the dealership and technician started a "reboot" process that I completed over a couple of weeks. Worked great for two months. Now, 6/8/23, the multimedia is continuously rebooting again. This happens even if my cell phone is turned off. Have an appointment at the dealership tomorrow. From the previous posts I fear a solution will not be forthcoming. We were planning a road trip, but this issue is certainly a major distraction. I have owned four Toyotas, but their quality has dramatically declined. Maybe time to look at other car brands. Moreover, due to the chip shortage, so they say, I haven't even received my second key fob. What's happened to the quality of Toyota? Sad.

Off topic but since you mentioned it, IMO the chip shortage is over and now they are just making excuses. They already have our money so there is no motivation or incentive to give you the second key that always comes standard with any new car.

Walk into any dealership, pay them between $500 and $800, and see how fast they produce a key for you.

Took my 2023 RAV4 Limited hybrid to the dealership for the infortainment screen continuously rebooting. Technician verified the problem and contacted Toyota. Was told it is a known problem with many vehicles. No remedy is available. Toyota is working on a fix but don’t know when a fix will be available. So totally unacceptable.
 
You might want to open an incident report with Toyota yourself. When I was considering buying a Subaru Outback I noticed what seemed like a good number of customers on their forum complaining of systems rebooting constantly or unexpectedly playing audio at max volume, or just basic instability with the newly redesigned infotainment system. The redesign of that Outback including new large infotainment screen was back in 2020 and Subaru issued several software and firmware updates that corrected some problems for some users but not all. Subaru was extremely slow at addressing these and maybe the pandemic had something to do with it but it created an awful lot of anxiety for a subset of owners. Seems that these problems only ever affect a smaller percentage of users but even if it's say 10%, based on number of sales it would still be a significant number. I'm hoping this does not turn out to be similar here for the new Ravs.

My 2023 Rav le hybrid same problem 3 weeks after I bought it. My dealership wasted 3 hours of my time and still have the issue
